Mr. Kessinger is a Principal and co-founder of Clearspring Energy Advisors. Mr. Kessinger has over twenty years of experience in the gas and electric utility industries encompassing all aspects of cost of service analysis, retail rate and tariff design, energy management, financial planning, transportation and supply agreements and utility restructuring issues.
His experience includes rate unbundling and direct access tariff design, negotiating special contract, bypass-avoidance and load management rates, managing electric industry restructuring issues, and analyzing the feasibility of energy-saving capital investments. He has provided expert testimony associated with these activities before three state regulatory commissions and the Oregon State Legislature.
